David Saltzman specializes in private and public international law litigation, arbitration, and negotiation, mainly at the federal district and appellate levels. He has assisted several foreign countries in successfully overcoming complex and politically sensitive legal and commercial challenges. He also handles matters involving civil liberties and the rights of individuals to freely speak about historical and political controversies.
GÜNAY EVINCH (ÖVÜNÇ)Principal
Günay Evinch is a second generation Turkish American of Ottoman Macedonian heritage. His concentration is public international law, international treaties, international organizations, international and federal jurisdiction, foreign affairs law, state sovereignty, military prerogatives, anti-terrorism and human rights, the law of war, and the law of the sea.
Efe Poturoglu is a business lawyer with a diverse practice which includes assisting U.S. and international companies with their business immigration/global mobility matters and providing general counsel to non-profit organizations and commercial entities.
RACHEL CERQUEIRA DENKTAŞAssociate Attorney
Rachel Denktas is active in the firm’s public international law and commercial law practice. She has assisted in litigating cases on behalf of the Republic of Turkey, foreign national banks, and North Cyprus. In addition to litigation work, she is involved in consulting foreign states and commercial entities on U.S. legislative and commercial affairs. She has experience in all aspects of U.S. sovereign immunity law.
KAVITA R. PURIAssociate Attorney
Kavita R. Puri is a second generation Indian American whose current practice concentrates on immigration law. Ms. Puri handles business and family immigration matters including various temporary visas (such as H-1B and L-1) as well as employment based permanent residence (EB-1, EB-2 and EB-3). She is well versed in most areas of U.S. immigration law including family-based immigration.
Armaghan JahangiriAssociate Attorney
Armaghan Jahangiri is an Associate Attorney within the firm’s immigration law practice. Ms. Jahangiri has significant experience in business immigration matters including various temporary visas (such as H-1B and L-1) as well as employment based permanent residence (EB-1, EB-2 and EB-3). She regularly assists international companies employing foreign workers in IT and related industries.
Ms. Direnç Kadıoğlu is a Paralegal in the firm’s immigration practice. She assists with a wide variety of business immigration matters including temporary work and investment visas (H-1B, L-1A, and E-2) and employment based green cards (EB-1, EB-2 and EB-3). Ms. Kadioglu also handles B1/B2 (Visitor) and F-1 (Student) visa cases.

He possesses an understanding of foreign legal, political, business and regulatory practices in the region based on his experience working in Turkey.
Rumeysa Kalin KarabulutForeign Attorney
Rumeysa Kalın Karabulut is a law clerk in the firm’s international affairs practice. She has experience in corporate law and legal matters relating to the Republic of Turkey. Prior to joining the firm, Mrs. Karabulut worked first as a trainee lawyer and then as an attorney at a large law firm in Ankara, Turkey, where she specialized in corporate law.
